The Federal Communications Commission established this order to address rural call completion issues, including calls failing to reach recipients, excessive setup delays, and poor connection quality.

Under the order, covered carriers must capture, store, and report specific call completion data to calculate call answer rates and Network Effectiveness Ratios by jurisdiction, distinguishing between rural and non-rural LEC service areas.

Equinox's TeleLink application handles data storage and traffic reporting for call completion metrics. TMI manages regulatory compliance and will electronically approve, submit, and store the compiled data.
